Interesting alternate history book

This book imagines a world in which the dominant religion, for lack of a better word, is based on spirits, both good and bad. There is even an official government agency that deals with the proper rituals, which seem vaguely based Native American rituals. In this setting, a woman who we first meet as a teenager teams up with a lawyer to uncover unsavory alliances and cover-ups between the government and the spirits.
